What's the difference between Contacts & Users?

Users option is typically used for creating SigningCloud accounts for people under an organization, making it convenient to find email addresses/names of the signatories for certain documents. Adding and removing users can only be done by those with administrator accounts, and document creators can only view them when adding signatories- you find more information in this post.
Contacts option is for storing the email addresses of signatories who were either added through the contacts list or specified when listing signatories for document signing. This is suitable for conducting transactions with people outside the organization.
